I have'nt seen a site where you have to pay for a background or a layout.
You can make your own. You can get an assortment of pics at photobucket.com. Get the URL code. Carry it to whateverlife.com or layoutjungle.com and use the generator to make the layout you like. You can make everything the color you want and use the type of font you like for your profile.
